Why is there a surcharge for non-residents of Ottawa?

A Non-Resident Surcharge of $36 applies to all Criminal and Police Records Checks requested by applicants who are neither permanent nor temporary residents of the City of Ottawa. This surcharge will ensure that Ottawa taxpayers do not subsidize clients who travel from other jurisdictions to have their Police Records Checks and/or Criminal Records Checks performed by the OPS rather than by their local police service. The non-resident surcharge does not apply to providing copies of police reports.
